Apostille and legalization for Uruguay

The apostille comes from the issuing country
An apostille is issued by the competent authority of the country that issued the document. Uruguay cannot apostille a document issued elsewhere.
If your country does not issue apostilles, consular legalization is normally used instead.
Common sequencing
Obtain the document, authenticate it, then translate — including the authentication itself where required.
Confirm the expected sequence before paying, because getting it backwards usually means redoing the translation.
